RULES

• This is an invitational Junior American Legion Baseball Tournament and any rule not addressed specifically below will be covered by the most current version of the National American Legion Rule Book for Junior American Legion Baseball competition.
• 16U travel teams are also invited to participate in the tournament.
• Teams may use a DH and/or EH or roster bat in the tournament
• Either drop -3 BBCOR-certified or wood bats may be used in the tournament. 
• A coin flip is conducted to determine the home team for all games in pool play; the higher seed will be the home team after tournament seeding is complete.
• Teams will play seven-inning games (weather permitting).
• A two-hour time limit will be in effect for all games on Friday & Saturday of the tournament; the official time will be noted by the home plate umpire and start from the 1st pitch of the game (NOTE: It is the responsibility of both coaches to determine start time with the umpire).  No new innings will start after 2 hours.  If a game is tied when the two-hour time limit goes into effect the shootout rule applies: The visiting team puts the player who made the last out in the previous inning on second base.  All new batters start with 3 balls & 2 strikes.  Teams will begin the inning with 0 outs. After 2 extra innings are completed and the game remains tied, both teams will tie and be credited with 1/2 a point for seeding purposes. All teams should be at the field at least 30 minutes before their game time - the next game will start 15 minutes after the previous game.
• No time limit will be used in the championship round on Sunday.
• The Home team will be the official book for that particular game. Visiting coaches are encouraged to check with the home team coaches to make sure books are in sync.
• In the event of a forfeit, the winning team will be credited with a 1-0 victory for seeding purposes. If possible, the tournament committee will resolve forfeits by making scheduling changes. Forfeits will be used ONLY if schedule changes can not be made to accommodate teams.
• The Chillicothe Post 757 Colts, as the host team in the tournament, shall have the right to use their dugout (third base dugout) at Joseph W. Hoffman Field.
• All coaches shall use their best judgment related to pitching restrictions;  The tournament will utilize the OHSAA pitch count rules which can be found here: Pitch-Count-Rule-Card.pdf (ohsaa.org)

NOTE: the tournament will not monitor pitching but expects coaches to use their best judgment and adhere to established tournament pitch count rules.

• The mercy rule will be in effect for the tournament:
  • 15 runs after 3 or 4 innings of play
  • 10 runs after 5 innings of play or 4 1/2 innings if the home team has the last at-bat
• All final game scores shall be texted to the tournament directors by both coaches within one hour of the game being completed

⚾ Jim Jadwin Memorial Tournament Rules

Welcome to the Jim Jadwin Memorial Invitational, a Senior American Legion Baseball Tournament. Unless otherwise noted below, all games will follow the current National American Legion Baseball Rule Book.

🔁 Special Rule Modifications

• Re-Entry Rule: Allowed per 2018 American Legion Rule Book (pg. 16S).
• Courtesy Runners: Permitted for pitchers and catchers (pg. 8G).
• Designated Hitter (DH): Allowed for pitchers only, per Official Baseball Rules.
• Extra Hitter (EH): Optional as of 2022. The EH may bat but cannot play defense.

⏱️ Game Format & Time Limits

• Game Length: 7 innings (weather permitting).
• Pool Play Time Limit: 2 hours. No new inning after 2 hours.
  • If tied after regulation, extra innings begin with:
  • Runner on 2nd (last out from previous inning)
  • 3 balls, 2 strikes count
  • 0 outs
  • After 3 extra innings, if still tied: game ends in a tie; each team earns ½ point for seeding.
• Semi-Final Games & Championship Game and Time Limit: NO TIME LIMIT.

🧢 Mercy Rule

• 15-run lead after 3 innings
• 12-run lead after 4 innings
• 10-run lead after 4½ (if home team leads) or 5 innings

🪵 Bat Regulations

• Allowed: Drop -3 BBCOR-certified or wood bats
• Penalty: Use of an illegal bat = automatic out

🧤 Pitching Guidelines

• Follow OHSAA pitching restrictions
• Coaches are expected to act responsibly; the tournament will not monitor pitch counts

🚫 Forfeits

• Forfeited games = 1-0 win for opponent (for seeding)
• Teams forfeiting pool play games are ineligible for playoffs or championship
• The committee will attempt to reschedule before declaring a forfeit

🌧️ Weather & Rainout Policy

• Games may be relocated at the committee’s discretion
• If the home team leads after 4½ innings when a game is stopped, they are declared the winner
• If a game cannot start within 1 hour of its scheduled time due to weather:
  • Every effort will be made to reschedule
  • If not possible, the game is canceled and both teams receive ½ win and ½ loss

🧹 Team Responsibilities

• Assist with foul balls and dugout cleanup
• Home team is the official scorebook
• Final scores should be texted to the Tournament Director by both coaches within 1 hour of game completion

💵 Refund Policy

• 0 games played: 90% refund
• 1 game played: 50% refund
• Any game started is considered played (umpires are paid)

Since its founding in 2012, the Jim Jadwin Memorial Tournament has welcomed American Legion baseball teams from across the Midwest and beyond—including Indiana, Kentucky, Michigan, Ohio, Pennsylvania, and West Virginia. The tournament has grown into a respected summer tradition, showcasing top-tier talent and sportsmanship.
